The Guidelines for Administration Based on Standards of Publics Libraries under Nongkhai Province Office of The Non–Formal and Informal Education

Abstract

The purposes of this research were: 1) to study the status quo and the necessary condition for administration based on standards of public libraries, 2) prioritize data from needs assessment for administration based on standards of public libraries, and 3) to study the guidelines for administration based on standards of public libraries under Nongkhai Provincial Office of the Non-formal and Informal Education.  In respect of the quantitative research, by using a mixed research method. By using questionnaires to servey from a sample of 424 people include 400 library users, 11 library administrators and 13 librarians.  As regards a qualitative research, focus group discussion to find the guidelines for administration based on standards of publics libraries.  The target groups were 1 library user, 4 library administrators and 4 librarians.  The findings were as follows: 1) the status quo and the necessary condition for administration based on standards of public libraries under Nongkhai Province Office of the Non-formal and Informal Education was found to be at a high level. 2) The needs assessment of administration based on standards of publics libraries the first was buildings and heavy materials available, the second was resources and information and the third was service.  3) The guidelines for administration based on standards of publics libraries proceed as follows create and publish philosophy mission and objectives of publics libraries, determine the success indicators of library administration, develop reading innovation, focus on proactive and passive services, appointment of library committee, surveying and selling old information resources, establishing public relations systems both inside and outside the organization  and giving people the opportunity to participate in and express their opinions.
