The special powers of the military and its role in disaster relief in Thailand in an emergency

This paper seeks to examine the concept of special prerogatives of the military in Thailand in the field of “non-war” operations. It assesses the military’s role in disaster relief based on John Locke's theory of prerogative power. The use of military forces in disaster relief operations in other democratic-ruled countries is compared. The authors find that the Thai armed forces currently hold a de facto power to assist in disaster relief operations and that the special power as such is generally accepted by the Thai public.
