The sample for this research was the 24 students studying in grade 9 in the second semester at Demonstration School University of Phayao by using simple random sampling. The research tools were 1) 7 learning management plans by using Problem–Based Learning, which were divided into 20 classes and 50 minutes of each class, 2) 25 items of the levels of citizenship skills measurement, and 3) 50 items of achievement test. The data was analyzed by using descriptive statistics such as mean scores and standard deviation.&nbsp;The results were found that;<br>1. The improvement of learning management plan by using Problem–Based Learning Management to Enhance Citizenship Skills was composed of 6 steps. These were 1) linking and identifying the problem, 2) defining the solution, 3) studying the problem, 4) synthesizing the knowledge, 5) summarizing and evaluating the answer, and 6) presenting and evaluating the task. This learning management plan can improve the citizenship skills, analytical thinking and student achievement.<br>2. The study of measurement about the level of citizenship skills by using Problem–Based Learning Management to enhance citizenship skills of the students in grade 9 at Demonstration School University of Phayao were found that the mean (<img title="\bar{x}" src="https://latex.codecogs.com/gif.latex?\bar{x}">) of citizenship skills in terms of the analysis of inappropriate behaviors of youths was in good level (<img title="\bar{x}" src="https://latex.codecogs.com/gif.latex?\bar{x}">&nbsp;= 3.37). The standard deviation was 0.12. The results were consistent to the research hypothesis.<br>3. The learning achievement of the students in grade 9 at Demonstration School University of Phayao before and after studying was found that learning achievements after studying was higher than before studying at the level of significance of .05 which was consistent to the research hypothesis.</p> ER -
