Abstract

The objectives of this research were to 1) construct and validate a model to measure the quality of children with special needs 2) To develop strategies for raising the quality of children with special needs The research was conducted into 2 phases. The sample group used in Phase 1 research consisted of students with special needs with intellectual disabilities, 360 people. is a quality assessment form for children with special needs in a special education center under the Office of Special Education Administration The general data analysis was based on frequency, percentage, and corroborative component analysis. Phase 2 was to develop a strategic plan for quality development of children with special needs. in a special education center under the Office of Special Education Administration and evaluating strategies by stakeholders. The results showed that 1.From the results of the analysis of the quality components of children with special needs It was found that the quality of children with special needs was 4 components, 14 indicators, and the results of harmonization analysis of the first confirmatory component model of the quality components of children with special needs in special education centers were found. It was found that c2 = 76.68, p = 0.12, df = 63, c2/df = 1.22, CFI = 1.00, GFI = 0.97, AGFI= 0.94, RMSEA = 0.026, SRMR= 0.034. Show that the model is consistent with the empirical data. 2.Developing a Strategic Plan for Quality Development of Children with Special Needs, it consists of 6 strategic issues, and Strategic Assessment Results. It was found that, in the overview, the feasibility of vision, mission, goals, and strategic issues of the Strategic Plan for Quality Development of Children with Special Needs in Special Education Centers under the Office of Special Education Administration at the highest level.
