Guidelines for Policy Implementation to Solve Adolescent Pregnancy Problems of Municipalities in Pathum Thani Province

Abstract

This research paper aimed 1) to study the guidelines for policy implementation to solve adolescent pregnancy problems of municipalities in Pathum Thani province and 2) to study the problems and obstacles in implementing the adolescent pregnancy problem solving policy of municipalities in Pathum Thani province. Using qualitative research methods. The area of ​​this research was selected by a purposive method, selecting 2 municipalities in Pathum Thani province, namely Bueng Yitho Municipality and Thanyaburi Municipality. Data were collected using an interview form. Key informants were executives and officials from those two municipalities, each of 5 people, namely the mayor, municipal secretary, officials of the Public Health and Environment Division, Education Division, Welfare and Social Division, totaling 10 people. The data were analyzed using inductive analysis method. Interpret theoretically and conclude from concrete data by classifying the data by objectives. The results of the study revealed that the policy implementation guidelines for resolving adolescent pregnancy problems in municipalities in Pathum Thani Province were coordinate with network partners. These include schools, the Provincial Office of Social Development and Human Security (MSD), district hospitals, Children and Youth Council, community leaders, foundations, home for children and families, women leaders, and village health volunteers (VHVs) organize training to educate and understand the prevention and solution of adolescent pregnancy problems. Officers visited the house to survey the pregnancy adolescent and antenatal care, visits after childbirth and advice on contraception to prevent repeated pregnancies and coordinate forwarding Provincial Office of Social Development and Human Security or the Red Cross for assistance. As the problems and obstacles in implementing the Act on the Prevention and Solution of Adolescent Pregnancy Problems 2016 revealed that municipalities in Pathum Thani province, there were no specific directly addressed roles in the prevention and correction of adolescent pregnancy problems. Thus, causing problems of authority that are not yet clear and the problem of supervision that the local government oversees until the lack of independence and also inadequate budget.
