Ratification of these two conventions promoted and protected the fundamental rights of workers. Historically, the United States intended to use C087 and C098 against the Soviet Union, to better dominate underdeveloped countries. After the Cold War ended, C087 and C098 became part of core labor standards as instruments for supporting international trade with developing countries. Therefore, the historical context was especially significant for the government and public sector of Thailand, in terms of international relations, ratification impact, and implementation approach, beyond the specific texts of the conventions.</p> ER -
