Abstract

The research objectives were 1) To study the state of effective learning centerม, 2) To develop the strategies of effective learning center management, and 3) To evaluation the strategies.  The research tools were a questionnaire and evaluation form with the reliability of 0.67 and 0.87 respectively. Phase one sample were 370 administrators and teachers; phase two, 37 informants; and phase three, 17 strategy evaluators. The statistics were the frequency, mean, standard deviation, and content analysis.           The findings were 1) The basic information to formula strategies on learning center of Institute of Vocational Education Northeastern Region 4 revealed that the overall state was at the high level. 2) The strategies compiled of vision, missions, goals, covered in 3 main areas, which were (1) The resource center management aspect, focusing on organizational leading,, and emphasizing on resource users; (2) The learning resource promoting aspect, focusing on learning management, and promoting the utilization of learning resource centers: (3) The learning resource development aspect, focusing on developing people resources, natural resources, and information technology resources. 3) The evaluation of strategies revealed to be highest levels in all aspects of suitability, feasibility, and utility.
