Governance and Higher Education Management in Thailand

Abstract
Thailand’s higher education is greatly facing challenges from both inside and outside the institutions.
Governance is a key policy issue raised today as the need for Institutions to continually improve
and ensure that their governing model meet those challenges in higher education. Governance
structure in higher education was discussed and emphasized how important it is for increasing
higher education’s efficiency and effectiveness. This study has main objective to address whether
Thailand’s higher education quality assurance guidelines could ensure good governancein higher
education management.The results of the study showed that higher education in Thailand have
arranged governance structure according to rules and regulations presently applying to the institutions.
However, such structure was not ensured that society’s expectations toward the universities
have been responded. The University Board and Management’s perceptionson the governance
issues have been framed only within the legal framework. Besides, the existing quality assurance
criteria could not strengthen the governance and lead to the expected outcomesin higher education.
