Management of Sakae Krang River in the Context of Management of Barn Ruan Phae, Uthai Thani Province

Abstract

This qualitative research aimed to study the living condition of Barn Ruan Phae Sakae Krang Community, study the river management project and solution to the problems in the Community Zone 7, and propose the guidelines on management of Sakae Krang River in the context of Barn Ruan Phae, Uthai Thani Province. Data were collected by the documentary research and the field research. The research target groups were determined by the purposive sampling. The researcher conducted the in-depth interview with 17 people. The public forum was organized with 85 pictures/person. There were totally 102 pictures/person. Data were examined by triangulation method. Data were analyzed by content analysis and explained by the descriptive method.
The research results show the followings: Barn Ruan Phae Sakae Krang Community established before the reign of King Rama V is a wisdom of coexistence between humans and water. For examples, there is original food preservation. Barn Ruan Phae is legally certified with house numbers. 300 houses are registered. At present, people really live in 105 houses. Muang Uthai Thani Municipality does not allow any extension under the Building Control Act B.E. 2522 (1979). People in Barn Ruan Phae breed Giant gourami, Black ear catfish, and Striped catfish in the creels.
As for the river management project and solution to the problems, Uthai Thani Province eliminated water hyacinth and dredged canals. Muang Uthai Thani Municipality collected  As for the river management project and solution to the problems, Uthai Thani Province eliminated water hyacinth and dredged canals. Muang Uthai Thani Municipality collected rubbish free and organized the training in fish processing. Department of Fisheries promoted Giant gourami breeding, gave out fish species, and promoted aquatic animals processing.
As for the guidelines on management of Sakae Krang River in the context of Barn Ruan Phae, related agencies should instill love of Barn Ruan Phae in Buddhist way of life - natural way into the future generations. Homestay tourism should be organized. Bamboo Promotion Fund should be established for people in Barn Ruan Phae. Before implementing any policy, activities, and projects on Barn Ruan Phae, state and private agencies should allow people in Barn Ruan Phae to determine direction of conservation or change.
