The sampling group employed for conducting the research were 397 secondary level students at schools under office of secondary service, Roi Et area 27, setting the sampling group by means of Taro Yamane’s table. The research instrument was the five-rating scale questionnaires, with IOC between 0.60 and 1.00, and validity at 0.96. Data were processed with percentage, arithmetic mean, standard deviation and median.

Results were summed up as follows:

1. The application of principles of virtues conducive to growth in promoting of learning of the secondary level students for the intellectual property development has been rated at the high scale in the overall aspect. The one with the highest mean was the aspect of current learning. Other aspects with the lower means contained post-learning and pre-learning respectively.

2. Problems, causes and solutions to applying the principles as such to promote secondary level students’ learning are that most of students do not prepare themselves by seeking for the learned figures and other learning sources while studying. Some of them do not pay respect and obedience but they expose their aggressive behaviors to teachers. Still worse, they do not approach their teachers to find out additional knowledge. As for resolutions, students ought to prepare themselves for learning by seeking learning sources while studying. More importantly, they should respect and obey teachers with gentle gestures. After learning activities, they should meet teachers to seek for additional knowledge and new sources of further knowledge.

3. The model of applying principle to promote learning at the secondary level students for the intellectual property development are that prior to learning, they ought to seek for learned figures and new sources of learnings, asking for mercy from them to hand down knowledge to have them absorb it by looking in correct reasons and following their pieces of advice. While learning, they should pay attention to teachers, obey and follow, and enquire the latter when the former do not understand. In addition, the former should seek for the learned figures and other sources of further knowledge.

4. The development of the principles of virtues conducive to growth in promoting secondary level students’ learning for the intellectual property development has been found by learned figures that the target model with every element and every indicator are appropriate and feasible, with the median from 3.50 onward and range between the quartiles not exceeding 1.50.
