Policy and Mechanism of Community Forest Management of the People and Local Administration in the Northeast

Abstract

This research aims: 1) to study the policy and mechanism of community forest management of people and local administration in the Northeast, 2) to study building process of the policy and mechanism of community forest management of people and local administration in the Northeast and 3) to evaluate the policy and mechanism of community forest management of people and local administration in the Northeast. This research aims: 1) to study the policy and mechanism of community forest management of people and local administration in the Northeast, 2) to study building process of the policy and mechanism of community forest management of people and local administration in the Northeast and 3) to evaluate the policy and mechanism of community forest management of people and local administration in the Northeast. It was the qualitative research with collecting data from primary, secondary documents, in-depth interviews and participatory observation. There are 3 provinces and 4 districts research areas: Kuchinarai district of Kalasin Province, Phon Thong district and Pathum Rat district of Roi Et Province and Wapi Pathum district of Maha Sarakham Province. The main informants were used in this research: 20 Community/village leaders and 10 experts/scholars, totally 30 persons. This analyzed data by using the inductive methods.    

The research result was: 

1. The policy and mechanism of community forest management of the people and local administration in the Northeast was necessary to cooperate with the priority needs of the community by allowing the community to set planning and controlling a long with the community needs by rules and regulations of traditional beliefs based on local wisdom, ritual, culture, lifestyle and culture within the community. It included maintaining the community's collective resources with incorporating the rules and regulations to maintain natural resources in community forests by participating in the community forest management process, continuous learning and the use of supportive research process to link the community forest activities for systematic learning.

2. The process of building the policy and mechanism of community forest management of the people and local administration in the Northeast was natural resource management and environment under the principle of decentralization of administration from the government to the local administration by the public relations and meeting. The creating of community activities must be cooperated with strong leaders who can carry out activities to achieve sustainable success. 

3. The evaluating the policy and mechanism of community forest management of the people and local administration in the Northeast was community forest management by determining the guidelines of community forest management, replanting trees, information labels, making aware for people in the community to protect the community forest and community forest resource management to make benefit both, balance of the nature and sustainable forest resources.
