Development of Community Enterprise: a Case Study of Sticky Rice Farmers Group in Khao Wong District, Kalasin Province

Abstract
This research its objectives are: 1) to study the operation of the community enterprise of Khao Wong sticky rice farmers group, 2) to study the problems and obstacles to the operations of the Khao Wong sticky rice farmers community enterprise Kalasin province, 3) Suggestions for improving the operation of the community enterprise of Khao Wong sticky rice farming group. Kalasin Is a qualitative research by using the main target group a total of 15 people, divided into 4 groups which are. 1) Aadministrators of community enterprise groups. 2) Related departments responsible for promotion policies. Government officials responsible for and supporting community enterprises. 3) Community leaders. 4) Representative members of entrepreneurs / consumer groups.
The result of the research shows that: in terms of internal dimensions, farmers are grouped together to produce high quality Khao Wong rice, and the group leaders have knowledge In the cultivation of rice to have properties that are soft. And fragrant and produce products at a higher price than those grown in other areas including the need of the market with external dimensions of provincial commerce and the office of agriculture and cooperatives provide assistance in the inspection and quality control of rice to consistently meet the standards, the internal obstacle problem is the quality of Khao Khao sticky rice. Reduced plantations the number of labor has decreased and the climate that cannot be controlled as for the external problems, the government policy is still lacking continuity in promoting glutinous organic rice production. And lack of continuity in provincial policies. Therefore, the guidelines for the development of community
enterprises of Khao Wong sticky rice farming group Kalasin province is a group of farmers need to unite the group into one. To support production budget knowledge transfer to members and the new generation government agencies need to support sufficient rice seeds, and the province needs to support the policy for continuous development in order to generate sufficient income for members of the community and continue to be happy.
