Administration of KhonKaen Local Administrative Organizations, with General Public Participation for Transparency

Abstract

The aims of this research were to study the present conditions to study the factors affecting the administration mentioned and to study the ways to develop the factors affecting the administration of the studied organizations. This study employed the quantitative research methodology to collect the data from 500 informants selected from 744,155 samples with the age more than 18 years old, including those who come from other provinces but live in the studies area; and officials of the local administrative organizations in both genders from four districts: Mueang Khon Kaen, Chumphea, Nam-phong and Banphai. The samples were randomized by the means of Taro Yamane’s calculation method with reliability value at .05. The data was analyzed and interpreted by the inductive analysis to find the scores of Frequency, Percentage, Mean, Standard Deviation and Stepwise regression analysis.


The research results were as follows:


  1. 1. The statistic score of conditions of the administration of Khon Kean Local Administrative Organizations by the general public participation for transparency was at the moderate level (gif.latex?\bar{X} =02). After considering each aspects, it is found that the average score of the transparency on the clarity of policy achieved the highest score (gif.latex?\bar{X} = 3.38); and the score of the service standard was the least (gif.latex?\bar{X} = 2.79)

There are four factors affecting the administration of Khon Kean Local Administrative Organizations, with the general public participation for transparency, together with 13 The average score of these factors was at the moderate level (gif.latex?\bar{X} =3.0). This means that the population with differences in genders had their opinion towards the present conditions of the administration of Khon Kean Local Administrative Organizations, with the general public participation for transparency equally. The statistic test indicates the value of the variance at > .05 meaning variance F = 1.232, Sig = .520, testing the hypothesis to find t-value, t = 0.149, Sig = .458, indicating indifferences of 13 factors. This can be explained that the variance of the administration of Khon Kean Local Administrative Organizations by the general public participation for transparency can be calculated as 74.60% (Adjusted R2 = 0.746) with the statistic significance level at .05.

3. The ways to develop the factors affecting the administration of the studied organizations are composed of six practices: 1) all units of the local administrative organizations should have criteria to promote the work positions of their staff; 2) all units should support the establishment of the community organizations to check their work performances; 3) all units should create or improve the database in different aspects; 4) all units should organize the monthly meeting to hear the public opinions and to solve their problems; 5) the local educational institutions should be set up to study or conduct participatory research for collecting knowledge of transparency and public participation and other related field; 6) the local administrative organizations should be promoted as the model organization for transparency and public participation.
