การประยุกต์ใช้การประเมินความจำเป็นด้านสุขภาพตามแนวคิด Bradshaw's Taxonomy ในการออกแบบนโยบายสุขภาพระดับจังหวัดแบบมีส่วนร่วม

การศึกษานี้เป็นการวิจัยเชิงเอกสาร (Documentary Research) มีวัตถุประสงค์เพื่อนำเสนอแนวทางการประยุกต์ใช้กรอบแนวคิด Bradshaw's Taxonomy ในการประเมินความจำเป็นด้านสุขภาพ เพื่อการออกแบบนโยบายสุขภาพระดับจังหวัดอย่างมีส่วนร่วม ภายใต้บริบทระบบสุขภาพไทย โดยใช้กลุ่มตัวอย่างจากกรณีศึกษาจังหวัดกระบี่และกาญจนบุรี เครื่องมือในการเก็บรวบรวมข้อมูลประกอบด้วย การทบทวนวรรณกรรมที่เกี่ยวข้อง การศึกษาเอกสารนโยบาย และการวิเคราะห์กรณีศึกษา การวิเคราะห์ข้อมูลใช้วิธีการวิเคราะห์เนื้อหา (Content Analysis) และการสังเคราะห์แนวคิด (Conceptual Synthesis)
ผลการศึกษาพบว่า กรอบแนวคิด Bradshaw's Taxonomy ที่จำแนกความจำเป็น ออกเป็น 4 ประเภทหลัก ได้แก่ ความจำเป็นทางบรรทัดฐาน (Normative Need) ความจำเป็นที่รู้สึก (Felt Need) ความจำเป็นที่แสดงออก (Expressed Need) และความจำเป็นเชิงเปรียบเทียบ (Comparative Need) สามารถช่วยแก้ไขข้อจำกัดของการประเมินแบบดั้งเดิมที่มักเน้นมุมมองผู้เชี่ยวชาญและขาดการบูรณาการข้อมูลจากหลายแหล่ง หลักการสำคัญในการประยุกต์ใช้ประกอบด้วย 5 ประการ ได้แก่ การมีส่วนร่วมของชุมชน การบูรณาการข้อมูลจากหลายแหล่ง การสร้างสมดุลระหว่างความเชี่ยวชาญและการมีส่วนร่วม การพัฒนาศักยภาพชุมชน และการสร้างธรรมาภิบาลในระบบสุขภาพ
