Abstract

     This documentary research aims to present an approach for applying Bradshaw's Taxonomy in health needs assessment to participatory provincial health policy design within the context of the Thai health system. The study utilized case studies from Krabi and Kanchanaburi provinces as sample groups. Data collection tools included literature review, policy document analysis, and case study examination. Data analysis employed content analysis and conceptual synthesis methods.

     The findings reveal that Bradshaw's framework, which classifies needs into four principal types: normative need, felt need, expressed need, and comparative need, can address the limitations of conventional needs assessment that often emphasizes expert perspectives and lacks integration of multi-source data. The key principles for application include community participation, integration of multi-source data, balancing expertise and participation, community capacity building, and establishing good health governance.
