การวิจัยและพัฒนากลไกการบริหารจัดการบุคลากรสาธารณสุขเพื่อรองรับสังคมสูงวัย จังหวัดสงขลา

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อวิจัยและพัฒนากลไกการบริหารจัดการบุคลากรสาธารณสุขเพื่อรองรับสังคมสูงวัย จังหวัดสงขลา ใช้รูปแบบการวิจัยเชิงปฏิบัติการวิเคราะห์ข้อมูลแบบผสมผสาน ระหว่างเดือนธันวาคม พ.ศ. 2567 ถึงเดือนพฤศจิกายน พ.ศ. 2568 ระยะที่ 1 เก็บข้อมูลเชิงปริมาณจากบุคลากรสาธารณสุขและอาสาสมัครสาธารณสุขประจำหมู่บ้านใน 5 อำเภอนำร่อง จำนวน 335 คน ซึ่งได้จากการสุ่มแบบแบ่งชั้นภูมิ ร่วมกับการสัมภาษณ์เชิงลึก 35 คน และการสนทนากลุ่ม 4 กลุ่ม ระยะที่ 2 พัฒนา (ร่าง) กลไกและตรวจสอบโดยผู้เชี่ยวชาญ 17 คน ระยะที่ 3 ทดลองใช้ในอำเภอระโนด 16 สัปดาห์ ด้วยแบบแผนกึ่งทดลองแบบกลุ่มเดียววัดก่อนและหลัง ผู้เข้าร่วม 453 คน และระยะที่ 4 ประเมินผลตามกรอบของเคิร์กแพทริกร่วมกับแนวคิดการประเมินเชิงสัจนิยม เครื่องมือทุกชุดผ่านเกณฑ์ IOC ≥ 0.50 และมีค่าความเชื่อมั่นทั้งฉบับเท่ากับ .962 วิเคราะห์ข้อมูลด้วยสถิติเชิงพรรณนา การทดสอบค่าที การวิเคราะห์ความแปรปรวนทางเดียว ขนาดอิทธิพลของโคเฮน และการวิเคราะห์เชิงประเด็น
ผลการวิจัยพบว่า สภาพปัจจุบันของการบริหารจัดการบุคลากรอยู่ในระดับปานกลาง (M = 2.99, SD = 0.47) โดยด้านปัจจัยนำเข้าต่ำที่สุด ปัญหาและอุปสรรคอยู่ในระดับมาก (M = 3.84) ความต้องการพัฒนาอยู่ในระดับมากที่สุด (M = 4.57) และสมรรถนะของบุคลากรอยู่ในระดับปานกลาง (M = 2.92) โดยด้านทักษะต่ำที่สุด บุคลากรต่างสังกัดมีสมรรถนะแตกต่างกันอย่างมีนัยสำคัญทางสถิติ (F = 17.502, p < .001) กลไกที่พัฒนาขึ้นเรียกว่า “กลไก SONGKHLA” มี 8 องค์ประกอบ ผู้เชี่ยวชาญประเมินอยู่ในระดับมาก (M = 4.44) หลังการใช้กลไก สมรรถนะของบุคลากรเพิ่มจาก 3.05 เป็น 4.11 (t = 18.613, p < .001, d = 1.91) สมรรถนะของอาสาสมัครสาธารณสุขประจำหมู่บ้านแกนนำเพิ่มเป็น 3.96 (d = 1.76) คุณภาพบริการเพิ่มเป็น 4.18 (d = 2.06) และความพึงพอใจเพิ่มเป็น 4.24 (d = 1.52) ความครอบคลุมการคัดกรองตามกรอบ ICOPE เพิ่มจากร้อยละ 21.4 เป็นร้อยละ 80.3 โดยอัตรากำลังไม่เพิ่มขึ้น กลไกฉบับสมบูรณ์มี 9 องค์ประกอบ ผู้มีส่วนได้ส่วนเสียประเมินอยู่ในระดับมาก (M = 4.49)
