Research and Development of a Health Personnel Management Mechanism to Support the Aging Society in Songkhla Province.

This study aimed to develop a health personnel management mechanism to support the aging society in Songkhla Province. A four-phase action research with a mixed-methods approach was conducted from December 2024 to November 2025. Phase 1 surveyed 335 health personnel and village health volunteers across five pilot districts using stratified random sampling, with 35 in-depth interviews and four focus groups. Phase 2 developed a draft mechanism validated by 17 experts. Phase 3 implemented it in Ranot District for 16 weeks using a one-group pretest-posttest design with 453 participants. Phase 4 evaluated the mechanism using Kirkpatrick's Four Levels together with a realist evaluation approach. All instruments met the IOC ≥ 0.50 criterion, with an overall Cronbach's alpha of .962.
Results showed that the current state of personnel management was moderate (M = 2.99, SD = 0.47), lowest on the input dimension; problems were high (M = 3.84); development needs were highest (M = 4.57); and competency was moderate (M = 2.92), lowest on skills. Competency differed significantly across service levels (F = 17.502, p < .001). The resulting SONGKHLA mechanism comprised eight components and was rated high by experts (M = 4.44). After implementation, personnel competency rose from 3.05 to 4.11 (t = 18.613, p < .001, d = 1.91); volunteer competency to 3.96 (d = 1.76); service quality to 4.18 (d = 2.06); and client satisfaction to 4.24 (d = 1.52). ICOPE screening coverage rose from 21.4% to 80.3% without additional staffing. The complete nine-component mechanism was rated high by stakeholders (M = 4.49).
