Abstract

     This Action Research conducted between 2020 - 2021 with the objective of 1) to study, analyze and synthesize emergency management models, study corona virus infection 2019 using ICS & mechanism & Appropriate EOC 2) Develop the model and guidelines for implementation standards (SOP) needed to manage public health emergencies. In the case of coronal virus infection 2019, the population used in the study is Personnel in the emergency operations center of the department. Research process divided into 4 phases based on the PAOR conceptual framework includes 1) control system 2) listening 3) evaluation and control system 4) performance control system.

     The results show that the agency has issued an order to appoint a committee for the Center for Public Health Emergencies (EOC) a total of 10 mission groups. To develop standards and the efficiency of the emergency operations center is for personnel to perform each task Brainstorming mission to develop operational standards (SOP), with 17 initial standard guidelines from 10 mission groups based on the implementation of the operational standard guidelines (SOP). Used in operations with monitoring and evaluation at caused by the introduction of guidelines, found that Personnel, workers have an understanding and clear in the operation of their mission roles More of each Resulting in an emergency management operation model in the case of corona virus infection 2019, the department is appropriate and efficiently.
