The Improvement Process of Strategic Health Management In Sa kaeo Province

Abstract

     This research was action Research has the objective for (1) Study the situation of health strategic plan administration. (2) Develops the process of creating policies and the health strategic plan. (3) Develops the health strategic plan into practice, supervising the process and the result. (4) Develops the evaluation process and the health strategic plan management by using CIPP Model, In-dept interview, Group discussion questionnaires and a questionnaire on the health strategic plan management process. The sample group is the executive team and the officials under the Sa Kaeo Provincial Public Health Office in total of 134 persons. Statistic used is percentage value, standard deviation.
     The research results (1) Current situation of the health strategic management process in Sa Kaeo Province is a consequence of the ministry of Public Health that has been prepared a 20-year health strategic plan and reshaping the administrative system under Ministry of Public Health policy, the indicators passed the target criteria of 60.00 percentages due to the health strategy management process in many steps being incomplete. (2) Results of the development of the strategic health plan policy management process in Sa Kaeo Province by integrating strategies at all levels. Preparation of health policy and strategic plan by analyzing SWOT Analysis under the framework of Six building blocks. Organizing a workshop develop and transfer participatory health strategy policies. Organize a forum for exchanging knowledge, presenting a strategic health plan and allocating the suitable budget for the strategic health plan. (3) The results of developing the process to bring the health strategic plan into practice in Sa Kaeo Province by a workshop to create a strategic plan, action plan, measures, main activities using PDCA as a guideline. Development of communication channels to control, supervise and evaluate the strategies. (4) Evaluation of the development of the health strategic management process in Sa Kaeo Province with integrated public health supervision, Project evaluation health operations, Assignment of strategic managers and the development of a data reporting program based on HDC Web KPI indicators to control, supervise, and evaluate the strategic plans and budget with Real Time. (5) Opinions on the development of the health strategic management process found that the overall level of opinion was at the highest level at 81.33 percentages.
