Abstract

     The implementation research aimed to developing strategies for policy implementation, and examining the results and outcomes of policy implementation for the promotion and development of early childhood in Health Region 10. The study focused on policy implementers at the district level, including 70 policy coordinators, as well as 1,070 early childhood educators and caregivers in Health Region 10. Data were collected through in-depth interview questions, a questionnaire on the outcomes and effectiveness of policy implementation, and qualitative data collected by the researcher and quantitative data gathered via Google Forms. The data were analyzed using descriptive and inferential statistics, with Paired Sample t-tests used to compare pre- and post-implementation results.

     The study found that the strategies for policy implementation included: 1) Policy dissemination and monitoring at the health district level, 2) Creating collaborative networks at the provincial level and extending them to local areas, 3) Enhancing the capabilities of all personnel involved with targeted training programs to address specific issues, 4) Improving the service system in both health facilities and educational institutions, and 5) Developing a quality monitoring system. Following the policy implementation, the results showed that policy coordinators reported significant improvements in the overall and specific aspects of policy implementation. Similarly, early childhood educators and caregivers demonstrated significant improvements in their skills related to promoting development and executive functioning skills in young children.
