An Evaluation Research on Public Health Strategic Development Plan of Ubon Ratchathani Provincial Public Health Office In Fiscal Year 2024 : A systemic value-oriented evaluation

This study survey research design to assess the current status, effectiveness, and systemic impacts of the Strategic Public Health Development Plan implemented by Ubon Ratchathani Provincial Public Health Office. The evaluation was conducted between April and June 2024 (B.E. 2567). A total of 627 key informants participated in the study, including planning/project management committee members, health officials, and service recipients affected by the implementation. Data were collected using questionnaires, record forms, and focus group discussion guides. The data were analyzed using frequency, percentage, mean, and standard deviation.
The findings revealed that the current status, quality level, and overall strategic plan management process were at a high level. Out of 62 key performance indicators (KPIs), 57 met the established criteria (91.93%), while 5 did not (8.06%). Regarding systemic impacts on the planning and project management process, the overall mean score was at a high level. The main issues and challenges identified for improvement included: (1) clarity of the plan/projects, (2) excellence in service delivery (Strategic Goal 2), and (3) the need for in-depth research to address existing gaps (gap analysis).
