Personnel Participation in Public Management Quality Improvement (PMQA) of the Nakhon Phanom Provincial Public Health Office.

This action research aimed to study the situation and the participation of personnel in the development of Public Sector Management Quality Award (PMQA) implementation at the Nakhon Phanom Provincial Public Health Office. The study sample comprised 159 voluntary personnel from all categories. Research instruments included a general information questionnaire, a participation-level questionnaire, a questionnaire on factors influencing participation, a semi-structured interview form, an observation checklist, and a satisfaction survey. The research was conducted following the action research process: Planning, Acting, Observing, and Reflecting. Data were analyzed using descriptive statistics, Chi-square test, and t-test.
The results revealed that the major problems and obstacles were related to knowledge and understanding of PMQA, attitudes and motivation, organizational structure and processes, resources, and monitoring and evaluation. Meanwhile, a comparison before and after the development showed that the levels of participation, knowledge, attitudes, and satisfaction of personnel significantly increased from a “high” to the “highest” level at the 0.05 significance level.
