Enforcement of Cannabis and Hemp Laws in Thailand: Challenges, Obstacles, and Recommendations

This study aims to examine the challenges, obstacles, and recommendations for enforcing cannabis and hemp laws in Thailand. In-depth interviews with six officials involved in law enforcement were conducted, including three from the Ministry of Public Health, one from the Ministry of Justice, and two from the Royal Thai Police.
The findings indicate that understanding of cannabis and hemp regulations among officials remains uneven, particularly at the local level, where confusion exists regarding licensing procedures and usage control Key obstacles identified include unclear legislation and insufficient penalties, complex enforcement requiring coordination among multiple agencies, limited coverage of improper use cases, and practical constraints such as drug testing and budget limitations. The study recommends enacting a dedicated Cannabis and Hemp Act to provide clear legal standards, implementing systematic medical-use oversight, enhancing training and information dissemination for officials, reducing overlapping sub-regulations, and monitoring health and social impacts.
