Development of an Effective Financial and Fiscal Management Model for Sam Sung Hospital Sam Sung District, Khon Kaen Province.

Abstract

      This research was participatory action research (PAR) aimed at investigating the process of developing an efficient financial management model at Sam Sung Hospital, Sam Sung District, Khon Kaen Province. The objective is to improve the efficiency and sustainability of budget and financial resource management. The sample group consisted of 36 hospital administrators, committee members, and related personnel, and 12 finance and accounting personnel, totaling 48 individuals. Quantitative and qualitative data were collected using a mixed-methods approach. Quantitative data was collected using questionnaires and analyzed using descriptive statistics, while qualitative data was collected and analyzed using content analysis.

      The results of a study on the financial situation of the hospital prior to the development of the model found that problems in the hospital before the development, which may include poor budget management, excessive cost management, reliance on a single source of income, and the need to improve the financial management process to be more efficient, resulted in the development of the model consisting of three activities: (1) A1, a project to increase the efficiency of revenue collection, the result of which was more accurate and complete revenue collection; (2) A2, a workshop on planning and controlling revenue and expenses according to the Planfin plan, the result of which the hospital was able to reduce medical supplies expenses by 12 percent compared to the previous year; and (3) A3, a workshop on training personnel in procurement and finance, the result of which personnel had increased skills and understanding in procurement and finance and could apply it to their daily work. Activities A1–A3 were able to create progress in many dimensions, including increasing revenue efficiency, controlling expenses, and strengthening personnel capabilities. The success factors in developing the financial management model included (1) support from the management and the CFO committee; (2) participation of personnel at all levels; (3)a clear and verifiable financial information system; and (4) regular supervision and monitoring, resulting in the hospital having a systematic increase in revenue.
