A Community Network Model for Addressing Early Childhood Developmental Delays : A Participatory Action Research Study

This study was Participatory Action Research (PAR) aimed to develop and evaluate a model for addressing early childhood developmental delays through a collaborative network comprising community nurses, teachers, families, and community members. The study was conducted in Nong Kaen Sub-district, Dong Luang District, Mukdahan Province, between June 2022 and February 2023. A total of 133 participants were involved, consisting of 3 registered nurses, 18 teachers, 90 parents of children with suspected developmental delays, and 22 community leaders. The research was conducted across three action research cycles. Data were collected using the Developmental Surveillance and Promotion Manual (DSPM) assessment instrument, a competency measurement scale, a satisfaction questionnaire, in-depth interviews, and focus group discussions.
The findings revealed that the developed model comprised five core components: (1) a joint screening and information-sharing system, (2) Individual Stimulation Plans (ISP), (3) a three-tier monitoring mechanism, (4) collaborative reflective forums, and (5) network capacity enhancement. Implementation results demonstrated that the proportion of children achieving normal developmental milestones increased from 0% to 92.2% within six months (p < .001). Network competency improved significantly (mean score from 2.78 to 4.12, p < .001), and overall satisfaction among both families and network members was rated at a high level (mean = 4.23 and 4.21, respectively).
