Development of an Operational Model for District Health Boards in Sakon Nakhon Province.

Abstract

      Committee in Sakon Nakhon Province; 2) To develop, verify the quality, and test the operational model of the District-level Quality of Life Development Committee in Sakon Nakhon Province; and 3) To evaluate the effectiveness of the model based on the components of systems theory and the level of development according to the UCCARE process. This research was action research to applying systems theory and the UCCARE development process. The research is divided into three phases: Phase 1: Studying the operational status through document analysis. The research was 63 District Quality of Life Development Committee members. The instruments used included a questionnaire on operational status, focus group discussion guidelines, a model quality assessment form, and a UCCARE process development level assessment form. Data were analyzed using frequency, percentage, mean, standard deviation, correlated t-test, and content analysis. The statistical significance level was set at 0.05.

      Results: The findings indicated that after implementing the model. The experimental group showed statistically significant improvements (p<.05) in operational performance scores compared to before the model was implemented across all components. The average scores for context and environment increased from 3.44 to 4.43; inputs from 3.42 to 4.33; processes from 3.14 to 4.25; outputs from 3.40 to 4.27; outcomes from 3.20 to 3.92; and feedback and operational improvement from 3.23 to 4.04. Furthermore, the level of development according to the UCCARE process in the three experimental districts increased from level 3 to level 4, with all components after the model implementation at levels 4–5.
