The Development Model of Effective Administration of Sub-district Health Promotion Hospitals in Sakon Nakhon Province.

Abstract

      This action research aimed to: 1) develop an effective administration model for Subdistrict Health Promotion Hospitals (SHPHs) in Sakon Nakhon Province, and 2) evaluate the effectiveness of the developed model. The samples consisted of 72 healthcare personnel working in SHPHs under the Sakon Nakhon Provincial Administrative Organization and 180 service recipients. Data were collected using an assessment form of the SHPH administration level based on the SMART PHC MODEL components, a service recipient satisfaction questionnaire, and an assessment form of primary care unit quality based on the quality standards for primary healthcare services. Data were analyzed using descriptive statistics and t-tests.

      The results revealed that the developed model, the "SMART PHC MODEL", comprised eight components: 1) defining vision and direction; 2) establishing a standardized management system; 3) supervising in accordance with good governance principles; 4) integrating resources efficiently; 5) supporting administration with data and technology; 6) promoting participation of all sectors; 7) developing personnel capacity; and 8) continuously improving organizational and service quality. The overall appropriateness of the model was rated at a high level (Mean = 4.54, S.D. = 0.56). Following the implementation of the developed model, the management of Subdistrict Health Promotion Hospitals and service recipients’ satisfaction significantly improved (p < .001). In addition, the post-development assessment indicated that all primary care units met the required quality standards.
