A Study of State Based on Aggannasutta

Abstract

             State in Aggannasutta was just an early state, the tribal state which arose from the integration of various genealogy. The population of the state was the world animal from Abhassara Brahma, who migrated from the Abhassara Brahma World to the human world according to kamma. The territory of the state was not a very spacious area, in a warm area, suitable for farming. Due to conflicts and exploitation of people in society, the public had jointly selected well-mannered individual to oversee and resolve various disputes by legitimacy. The state had the highest power to govern the people within the state freely, without control from other states, with the goal of creating a peaceful state.
