Abstract

 Research on developing a new learning management model to raise the level quality of learners at Ban Pang Lao School under the jurisdiction of the Educational Service Area Office Chiang Rai Primary School Area 1. This study was a research and development project Mixed-Methods of quantitative research and qualitative using quantitative research as the main research. The objective of the research was to (1) study the conditions and guidelines for managing new normal learning to raise the level quality of learners at Ban Pang Lao School under the jurisdiction of the Educational Service Area Office Chiang Rai Primary School, Area 1. (2) Create and examine a new normal learning management model to raise the level quality of learners at Ban Pang Lao School under the jurisdiction of the Educational Service Area Office Chiang Rai Primary School Area 1. (3) Try using a new learning management model to raise the level quality of learners at Ban Pang Lao School under the jurisdiction of the Educational Service Area Office Chiang Rai Primary School  Area 1 and (4) Evaluating the new learning management model to raise the level quality of learners at Ban Pang Lao School under the jurisdiction of the Educational Service Area Office Chiang Rai Primary School  Area 1. The population includes 11 teachers at Ban Pang Lao School. Research tools include questionnaires and interviews. Basic statistics include frequencies, percentages, averages, and standard deviations.

                    The research results found that

1. Results of the study of new learning management methods to raise the level quality of learners at Ban Pang Lao School under the jurisdiction of the Educational Service Area Office Chiang Rai Primary School Area 1 Including management processes using the quality cycle (PDCA) which consists of 1) planning (plan) 2) following the plan (Do) 3) checking (Check) and 4) improving operations (Act) and components of new learning management consists of 5components include: 1)designing learning management, 2) analyzing learning management, 3) developing learning management, 4) implementing learning management, and 5) evaluating results. and organizing learning in a new way with 5 types of teaching and learning including: 1) On-Site learning management 2) On-Air learning management 3)Online learning management 4)On-Demand learning management and 5) On-Hand learning management
2. Create and examine a new learning management model to raise the quality of students at Ban Pang Lao School. under the jurisdiction of the Chiang Rai Primary Educational Service Area Office, Area 1

                 2.1 Create a new learning management model to raise the quality of students at Ban Pang Lao School under the jurisdiction of the Chiang Rai Primary Educational Service Area Office Area 1,consists of 5 elements: principles of style purpose of the format pattern process measurement and evaluation and conditions for success.          

      2.2  Results of the examination of the new normal learning management model to raise the quality of students at Ban Pang Lao School under the jurisdiction of the Chiang Rai Primary Educational Service Area Office Area 1,by experts possibility overall, it was found to be at a high level and overall accuracy was found to be at a high level. and the results of examining the manual for using the new normal learning management model to raise the quality of students at Ban Pang Lao School under the jurisdiction of the Chiang Rai Primary Educational Service Area Office  Area 1 in terms of overall possibility, it was found to be at the highest level and overall accuracy was found to be at a high level.

                3.1 Results of the survey of opinions regarding the management of new learning methods to raise the quality of students at Ban Pang Lao School under the jurisdiction of the Chiang Rai Primary Educational Service Area Office Area 1overall,  it was found to be at a high level.               

                 3.2 Results of the survey of teachers' opinions regarding the use of the new normal learning management model to raise the quality of students at Ban Pang Lao School under the jurisdiction of the Chiang Rai Primary Educational Service Area Office  Area 1 overall, it was found to be at a high level.

                3.3 Learner quality in terms of academic achievement of students in the mathematics subject group results of comparing percentages of academic achievement averages of students in the mathematics learning group primary school grades 1-6, academic year 2022, total average 58.67%, academic year 2023. The average total was 61.80 percent, an increase of 3.13 percent. Results of comparing percentages of national averages from the results of basic national test results (O-NET) Grade 6, academic year 2022 National level, percentage of average value 28.06 Ban Pang Lao School, percentage of average 42.37, increased 14.31 academic year 2023, national level, percentage of average 29.96 Ban Pang Lao School, percentage of average 56.52, increased 26.56 and student performance in mathematics ability Gold medal for Sudoku competition winner Chiang Rai Primary Educational Service Area Office  Area 1, gold medal winner of the speed calculation competition Chiang Rai Primary Educational Service Area Office 1

Overall appropriateness was found to be at a high level.
