บทคัดย่อ
การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) วิเคราะห์ประสิทธิภาพการใช้พลังงานไฟฟ้าของสำนักหอสมุด มหาวิทยาลัยเกษตรศาสตร์ และ 2) เสนอแนะแนวทางและข้อมูลที่สามารถสนับสนุนการตัดสินใจ การวางแผน และการจัดการพลังงานไฟฟ้าภายในอาคารสำนักหอสมุด ต่อผู้บริหารสำนักหอสมุดมหาวิทยาลัย เกษตรศาสตร์ โดยประเมินภายใต้ดัชนีชี้วัดประสิทธิภาพการใช้พลังงานไฟฟ้าในอาคาร (Energy Utilization Index: EUI) ของกระทรวงพลังงาน ซึ่ง EUI ควรมีค่ามากกว่าหรือเท่ากับศูนย์ จากการดำเนินงานพบว่าการคำนวณโดยใช้จำนวนผู้รับบริการแบบนับซ้ำเป็นรูปแบบที่เหมาะสมกับพฤติกรรมของผู้รับบริการ และในระหว่างปีงบประมาณ พ.ศ. 2560 - 2563 EUI มีค่ามากกว่าศูนย์ ในขณะที่ปีงบประมาณ พ.ศ. 2564 มีค่าต่ำกว่าศูนย์ กล่าวคือ มีปริมาณการใช้ไฟฟ้าจริงสูงกว่าปริมาณการใช้ไฟฟ้ามาตรฐาน ทั้งที่เป็นช่วงเวลาที่มีจำนวนผู้เข้าใช้บริการต่ำที่สุด เนื่องจาก ผลกระทบของการแพร่ระบาดเชื้อไวรัสโคโรน่า 2019 (COVID-19) และมาตรการปิดพื้นที่ให้บริการห้องสมุดของมหาวิทยาลัย ดังนั้นสำนักหอสมุดควรกำหนดแนวทางที่เหมาะสมต่อการบริหารจัดการอุปกรณ์ที่มีความต้องการใช้พลังงานไฟฟ้าค่อนข้างสูง รวมทั้งเตรียมแผนสำรองสำหรับการดำเนินงานในรูปแบบชีวิตวิถีใหม่ (New Normal) อีกทั้งดัชนีชี้วัดประสิทธิภาพการใช้พลังงานไฟฟ้าในอาคาร (EUI) นี้จะเป็นประโยชน์สำหรับการเตรียมความพร้อมและการบริหารจัดการตามเกณฑ์การเข้าสู่มาตรฐานห้องสมุดสีเขียวต่อไป
