Outsourcing Management in Thai Electricity Public Enterprises: A Case Study of the Electricity Generating Authority of Thailand (EGAT), the Metropolitan Electricity Authority (MEA), and the Provincial Electricity Authority (PEA)

Abstract

The purposes of the study were: 1) to study Job characteristics and including forms or procedures in outsourcing; 2) to study the risks and preventive and corrective measures and precautions for managing risks; 3) to study the results obtained from outsourcing results. Data collection using qualitative research techniques in case studies. And designated the Electricity Generating Authority of Thailand (EGAT), Metropolitan Electricity Authority (MEA) and Provincial Electricity Authority (PEA) as an analysis unit by in-depth interviews Discussion of key informant groups, a total of 58 people. and studies from documents. Data analysis using inductive analysis method, analysis by data classification and synthesis across case studies.
The research found that:
1. Job characteristics of outsourcing there are both jobs that are non-core and core competencies of the organization to reduce personnel costs and increase convenience and speed of service as well as responding to government policies and organizational strategies on the stability and reliability of the electrical system.
2. Risk study results, preventive measures and precautions for managing risks in the implementation of outsourcing strategies for 4 aspects: 1) strategic risk, 2) operational risk, 3) output risk, and 4) transaction risk.
3. Outcome of outsourcing in products and services aspect, customer focus aspect and focus on personnel aspect found that there are both advantages and disadvantages. The level of the measure or indicator is at a good level and is likely to improve.
