Abstract

This survey research aimed to assess the context, input, process, output, and outcomes of the TO BE NUMBER ONE project; examine influencing factors; and synthesize a operational model contributing to the project’s success in empowering youth mental resilience for drug prevention. The target population comprised 1,205 key stakeholders, including policy-level executives, working committees, network leaders, Friend Corner managers, youth core leaders, and target group representatives. Data were collected using nine evaluation questionnaires validated with Content Validity Index (IOC) scores ranging from 0.80 to 1.00. Statistical analysis was performed using frequency, percentage, mean, standard deviation, multiple regression analysis (MRA), and content analysis.

The findings revealed that: 1)Evaluation scores across all dimensions were high to highest: context was high (mean = 4.42, SD = 0.52), input was highest (mean = 4.51, SD = 0.48), and process was high (mean = 4.38, SD = 0.55). Regarding outputs and outcomes, effectiveness (mean = 4.45, SD = 0.50), impact (mean = 4.18, SD = 0.63), sustainability (mean = 4.05, SD = 0.68), and transferability (mean = 3.92, SD = 0.71) were all at high levels. 2) Multiple regression analysis indicated that context was the sole factor significantly predicting youth mental resilience empowerment (p < .001, beta = -.276, t = -3.583), exhibiting an inverse relationship ,and 3The operational model comprised eight key components: establishing policy and joint commitment, structuring committees and networks, defining life-skill strategies and indicators, translating policy into local practice, managing integrated resources and budgets, creating communication innovations and databases, evaluating and honoring achievements, and conducting lessons learned and knowledge sharing.
