Development of Operating Standards for Situation Awareness Teams to Strengthen the Public Health Situation Awareness System of the Department of Disease Control

Abstract

     This study aimed to examine the current situation, problems, and needs for standard development; develop and evaluate operating standards; and establish the 2025 Situation Awareness Team Operating Standards of the Department of Disease Control. This action research was conducted from January 2025 to February 2026 and comprised five phases: (1) reviewing relevant documents and standards; (2) developing draft standards; (3) pilot testing in three Offices of Disease Prevention and Control; (4) revising the standards based on pilot test findings and expert recommendations; and (5) finalizing the standards.

     Results: The 2025 Situation Awareness Team Operating Standards of the Department of Disease Control comprised six domains: team establishment, technical capacity, operational readiness, surveillance and situation assessment, quality of outbreak reports, and supporting systems, monitoring, and evaluation. Pilot implementation demonstrated that the participating agencies were able to use the standards for self-assessment. The indicators were clear, reflected actual practice, and helped identify gaps for strengthening the situation awareness system.
