Abstract

This Quasi Experimental Research aimed to explore user needs, develop a mobile application-based epidemiological alert system, and evaluate its efficiency, usability, and user satisfaction for enhancing community-level dengue fever surveillance in Roi Et Province. The ADDIE model guided two main cycles—R1D1 (analysis and design/development) and R2D2 (implementation and refinement). The sample comprised 31 community health leaders, village health volunteers, and public health officers, selected through simple random sampling. Data were collected using a questionnaire validated for content by three experts (IOC 0.50–1.00) with a Cronbach's alpha reliability of 0.953. Descriptive statistics and a paired t-test were used for analysis.

Results showed that the existing surveillance process suffered from delayed, non-real-time reporting. The researchers therefore developed the "Tan-Rok" application on the LINE Official Account platform, providing four alert types: pre-rainy-season alerts, new-case alerts, larval index alerts (House Index > 10%), and disease-prevention activity alerts based on the "5P-1K-3K" principle. The system's four-dimension efficiency (accuracy, speed, reliability, and usability) was rated at a high level (equation= 4.09, S.D. = 0.734); System Usability Scale scores were also high (equation= 4.23, S.D. = 0.707); and overall satisfaction was high (equation= 4.12, S.D. = 0.783). Post-implementation scores for information awareness and alerting (equation= 4.16, S.D. = 0.75) were significantly higher than pre-implementation scores (equation= 3.45, S.D. = 0.95; p < .001).
