ผู้สูงอายุกับการขับเคลื่อนเรื่องที่อยู่อาศัยในเขตอำเภอเมืองเชียงใหม่

บทคัดย่อ
การเคลื่อนไหวในทางสังคมส่วนใหญ่มักจะเป็นภาพลักษณ์ของคนหนุ่มสาวที่ต้องการจะสร้างการเปลี่ยนแปลงในทางสังคมมากกว่าจะเป็นภาพลักษณ์ของผู้สูงอายุที่ออกมาเคลื่อนไหวเพื่อต้องการให้เกิดการเปลี่ยนแปลงในทางสังคม วิธีคิดแบบนี้ส่วนหนึ่งเป็นผลมาจากการมองว่าผู้สูงอายุคือกลุ่มคนที่มีสภาพร่างกายที่เปลี่ยนแปลงไปตามช่วงวัย มีโรคภัยไข้เจ็บที่เกิดขึ้นตามช่วงอายุและมีความสามารถของร่างกายที่เสื่อมถอย กลุ่มคนเหล่านี้จึงมักจะถูกมองหรือเข้าใจว่าไม่สามารถสร้างผลผลิตทางสังคม (social production) ใด ๆ ได้อีกแล้ว นอกจากจะต้องพึ่งพิงคนภายในครอบครัวมากขึ้น หรือ เป็นกลุ่มช่วงวัยที่ไม่ได้ต้องการการเปลี่ยนแปลงใดๆ อีกต่อไปและรอความช่วยเหลือจากรัฐมากขึ้นเท่านั้น ภาพความเข้าใจดังกล่าว ทำให้เราละเลยความพยายามในการสร้างภาวะการเป็นผู้กระทำการของผู้สูงอายุ (agency) ที่สัมพันธ์กับการดำรงอยู่ของระบบของครอบครัว ชุมชนและสังคม ซึ่งไม่ได้แยกออกจากการรับรู้ตัวตนและการสร้างความหมายในการดำรงบั้นปลายชีวิตของผู้สูงอายุเอง
งานวิจัยชิ้นนี้จึงต้องการสะท้อนให้เห็นการขับเคลื่อนทางสังคมของผู้สูงอายุที่อยู่ในฐานะของ “คนจนเมือง” และเป็นกลุ่มเปราะบางที่ไม่มีที่อยู่อาศัยที่มั่นคงในบั้นปลายชีวิต โดยงานวิจัยชิ้นนี้เน้นการเข้าไปทำความเข้าใจว่า เหตุใดผู้สูงอายุในพื้นที่เมือง (urban area) ที่มีความเปราะบางทางสังคมที่ทับซ้อนกัน เช่น อายุ ชนชั้น และความเปราะบางด้านอื่นๆ จึงออกมาเคลื่อนไหวเรียกร้องเรื่องที่อยู่อาศัยในบั้นปลายของชีวิตของตนเอง เพื่อที่งานวิจัยชิ้นนี้จะนำไปสู่การสร้างความเข้าใจต่อกลุ่มผู้สูงอายุที่ยังอยู่ในฐานะของการเป็นผู้กระทำการทางสังคมที่ต้องการสร้างความมั่นคงในการดำรงบั้นปลายชีวิตของตนเองควบคู่ไปกับความมั่นคงในการดำรงชีวิตของครอบครัว ชุมชนและสังคม การทำวิจัยชิ้นนี้จึงต้องการสะท้อนให้เห็น “ชีวิตของผู้สูงวัย” ที่มีหลากหลายมิติเพิ่มมากขึ้น โดยไม่จำกัดภาพความเข้าใจในมิติเรื่องสุขภาพร่างกาย หรือ การดูแลรักษาสุขภาพของผู้สูงวัยเท่านั้น แต่ต้องการสะท้อนให้เห็นว่า การดำรงชีวิตของการเป็นผู้สูงวัยไม่ได้แยกออกจากมิติทางสังคมและมิติของความเป็นมนุษย์ในด้านอื่นๆ ที่ผู้สูงอายุแต่ละคนต้องดำรงอยู่ในทางสังคม อีกทั้งยังไม่สามารถละเลยบริบททางด้านประวัติศาสตร์ การเมืองและเศรษฐกิจที่มีผลต่อการการรับรู้ตัวตนและการสร้างความหมายในการดำรงบั้นปลายชีวิตของผู้สูงอายุด้วยเช่นกัน
