GUIDELINES FOR PROMOTING ACCESS TO PUBLIC SERVICES FOR THE ELDERLY IN LOCAL COMMUNITLES

This academic article aims to 1) examine factors affecting the elderly's access to public services and 2) propose guidelines for promoting access to essential public services for the elderly in local communities through documentary research methodology. The study found that some elderly people still lack access to necessary public services due to physical, economic, social and attitudinal limitations. Analysis of case studies from Thailand and abroad demonstrates that local government organizations should promote the elderly's access to public services with key strategies including 1) raising the elderly's awareness of their rights and services 2) increasing channels and convenience in accessing services, especially health services 3) building collaborative networks among all sectors in elderly care and 4) allocating necessary budgets and resources. This is to ensure that the elderly receive comprehensive public services and have a good quality of life in the community.
