Problems of Water Management for Consumption of Ban Na Si Nuan Community, Na Siao Sub-district, Mueang District, Chaiyaphum Province

Abstract

        The objectives of the study entitled “Problems of water management for consumption of Ban Na Si Nuan Community, Na Siao Sub-district, Mueang District, Chaiyaphum Province” were to study the contexts and to find out the solutions to water management problems of Ban Na Si Nuan Community, Na Siao Sub-district, Mueang District, Chaiyaphum Province using qualitative method. The research tool was an in-depth interview form. There were 34 key informants, including community leaders, village water supply committee, folk philosophers, village leaders, villagers, government officials and officials from relevant private agencies. Data were analyzed using descriptive method. The research results were as follows.  

        The contexts of Ban Na Si Nuan Community, Na Siao Sub-district, Mueang District, Chaiyaphum Province are as follows. Political and administrative context: There are administrative regulations in accordance with the rules and procedures of the Ministry of Interior. The village committee is appointed based on the following positions: a village headman, an assistant village headman, members of Sub-district Administrative Organization, village board committee appointed by election. Cultural context: People in Ban Na Si Nuan Community have traditions, culture, beliefs / rituals that have been carried down from generation to generation. They also have local knowledge in using mountain water in the village. Social context: People in the community have relative-like relationship. There is a horizontal or vertical social structure that helps to support each other. They have unswerving love and unity. Economic context: Ban Na Si Nuan Community has relatively abundant community resources, including natural resource capital or non-monetary capital and monetary capital. 

        Problems of Baan Na Si Nuan Community, Na Siao Sub-district, Mueang District, Chaiyaphum Province, 10 problems, namely the policy of the village leaders, water production, operating budget, knowledge and capability of the committee, services, public participation, water production equipment, water sources used for production, knowledge and understanding of people in the community and transparency in operations of the committee were found.   

        The results of the study in finding solutions to water management problems of Ban Na Si Nuan Community, Na Siao Sub-district, Mueang District, Chaiyaphum Province revealed that the government agencies must allocate sufficient budget. The villagers of Ban Na Si Nuan Community / water users should be encouraged to have good awareness of water use. Also, the village water supply committee should support the new generation to become the water supply committee. Finally, the preparation of the income and expense account should be up to date.
