Management and Protection Against Small Particles up to 2.5 Microns (PM 2.5) of the Local Government Organization in the Area Mueang Khon Kaen District Khon Kaen Province

Abstract

          This research had the objective to study the management and protection of particles up to the size of 2.5 microns ( PM 2.5) by the local adminitrative organizations ( LAO) In Muang District, Khon Kaen Province.  Data were collected from 397 residents in the area of jurisdiction of the LAO and key informants, including senior administrators and relevant staff, such as the Chief Executive Officer of the LAO or deputy, the Municipal Clerk, Chief of the Health and Environment Section, Chief of the Sanitation Section totalling 12 persons for each LAO in Muang District, or 216 key informants.  Performance was evaluated by skill in implementation, support, coordination, and encouragement.
          This study had the following findings:  1) Most of the respondents in both groups agreed that the LAO need to have the readiness and determination to address the problem; the LAO needs flexibility in budgeting, administration and human resource management in order to solve problems in a timely way without the need to wait for central approval. 2) Most respondents in both groups agreed that the LAO need to motivate people in the locality to be more concerned about solving environmental problems.  3) Most of the respondents in both groups agreed that the LAO coordinate and collaborate well with each other and with other agencies in the province and neighboring provinces. The opinion was that the LAO collaborated for the public good and not for personal benefit. 4)  Respondents in both groups agreed that the LAO should allocate budget for ad hoc support to communities facing urgent problems, as that will help address short- and long-term problems, and support network strengthening of the community.
