A Study of the Academic Administration for Enhancing the 21st Century Learning Skills of Students in Schools under the Secondary Educational Service Area Office 2

Abstract

          This research aimed to: 1)study the current status and the desirable condition of academic administration for enhancing learning skills in the 21st. century. 2) study the guidelines for developing the academic administration for enhancing learning skills in the 21st century of students in schools under the Office of Secondary Educational Service Area Office 2. The samples included 463 administrators and teachers in 48 schools under the Office of Secondary Educational Service Area, Office 2 by specific random sampling. The research instrument was a 5-level rating scale questionnaire. The statistics used in the research were: Frequency distribution, percentage, mean, standard deviation. and use the PNImodified index value.
          The results showed that:
          1. The current state of academic administration learning skills in the 21st. century of schools under the Secondary Educational Service Area Office, 2 were at a high level (= 3.84 SD = 0.71). In considering each aspect, the highest ranking was the learning standards (= 3.90, SD = 0.69) The lowest ranking was the learning environment (= 3.79, SD = 0.75). The desirable condition in overall was at a high level. (= 4.41, SD = 0.66). in considering each aspect, the highest ranking was the learning environment (= 4.42, SD = 0.65) and professional development (= 4.42, SD = 0.66), the lowest ranking was the evaluation aspect (= 4.39, SD = 0.63). In comparing the difference between the current status and the desirable condition, it was found that the development of learning environment was the most important aspect. (PNI_modified = 0.166) and followed by the curriculum and teaching (PNI_modified = 0.152), evaluation aspect (PNI_modified = 0.146), the professional development (PNImodified = 0.145) and the learning standards (PNI_modified = 0.128) respectively. 2. Guidelines for the development of academic administration for enhancing learning skills in the 21st century of students in schools under the Office of Secondary Education Service Area Office 2 were as follows: Schools should create excellence in learning environments, develop environment to support learning, build curriculum and teaching excellence through networking, develop flexible curriculum and teaching methods to meet the students’ need, establish standardized assessment excellence and effectiveness, develop assessment strategy to cover learners' abilities by using technology as a tool, create excellence in professional development to enhance teacher competencies, develop teachers’ competencies to meet the professional teachers, create learning excellence standards through participatory learning and develop learning management standards to enhance learning management.
