The Personnel Administration in Accordance with the Dutiyapapanika Sutta of Phrapariyattidhamma Schools, General Education in Khon Kaen Province

Abstract
The objectives of this research were: 1) to study the personnel administration according to the principles of the Dutiyapapanika Sutta of Phrapariyattidhamma Schools, General Education in Khon Kaen Province; 2) to propose the guidelines to promote the personnel administration according to the principles of the Dutiyapapanika Sutta of Phrapariyattidhamma Schools. This study was carried out by means of the mixed research methodology. The samples included 172 of administrators and teachers in the studied schools. 6 of those were selected as the key informants. The statistics used in data analysis were: Frequency, Percentage, Mean and Standard Deviation.
The research results were as follows:
1) The school administrators and teachers had their opinions on personnel administration according to the Dutiyapapanika Sutta of Phrapariyattidhamma Schools, General Education in Khon Kaen Province in 5 aspects. The overall and each studied aspect were rated at a high level, sorted in descending order, namely, performance appraisal, followed by manpower planning, appointment, personnel maintenance, recruitment and personnel development respectively.
2) The guidelines to promote the personnel administration according to the principles of the Dutiyapapanika Sutta of Phrapariyattidhamma Schools: (1) personnel recruitment: the attributes that match the job should be defined to select the best personnel in operations to achieve success; (2) personnel development: personnel should be encouraged to develop themselves and provided welfare in various fields; (3) manpower planning: manpower should be planned to suit the abilities and aptitudes of personnel; (4) personnel maintenance: the merit should be considered without bias; (5) performance appraisal: educational institutions should prepare a manual for clearly evaluating performance and have methods for evaluating personnel quality.
