Abstract

          Road safety policies are an important tool in reducing accidents and creating safety for road users. However, their implementation at the local level faces many complexities and challenges. This article studies the implementation of road safety policies at the local level, focusing on the implementation mechanisms, the road safety implementation guidelines, and the translation of plans into action. It also analyzes the obstacles encountered and proposes development guidelines. In terms of implementation mechanisms, it is found that local administrative organizations and communities play an important role in integrating national plans to meet the specific needs of the area. The implementation of road safety at the local level can be carried out through cooperation between the government and civil society sectors, including promoting public participation. Translating plans into action involves prioritizing measures, using data in planning, and continuous monitoring. The main challenges encountered include resource constraints, such as budget and personnel, lack of cooperation between agencies, lack of knowledge and specific skills in the area, risky behavior of road users, and lack of clear monitoring and evaluation mechanisms. This article recommends developing the potential of personnel, promoting cross-agency cooperation, developing a comprehensive monitoring and evaluation system, and supporting additional resources from the government.
          These recommendations aim to promote effective and sustainable implementation of road safety policies, emphasizing community participation and developing implementation mechanisms that are responsive to the local context, which will truly reduce accidents and create road safety at the local level.
