นโยบายการสร้างรัฐในสมัยรัชกาลที่ 4 และรัชกาลที่ 5 ทรงมีวัตถุประสงค์ในการสร้างสยามให้เป็นรัฐสมัยใหม่ พร้อมกับผนวกเอารัฐจารีตล้านนาและพัฒนาหัวเมืองมณฑลอีสานให้เป็นหนึ่งเดียว  การหลอมรวมเกิดขึ้นได้ด้วยอำนาจและกลไกของรัฐผ่านผู้ปฏิบัติการ ดังนั้น ธรรมยุติกนิกายซึ่งอิงอยู่กับอำนาจรัฐแนบแน่น จึงเข้ามามีบทบาทในฐานะผู้ขับเคลื่อนกลไกลให้เป็นไปและมีอยู่อย่างมีประสิทธิภาพ อาณาจักรล้านนาเกิดการเปลี่ยนผ่านจากรัฐจารีตรวมเป็นหนึ่งเดียวกับสยามด้วยโดยพระสงฆ์ธรรมยุติกนิกายผ่านกิจกรรมและกฎหมาย เช่น การก่อตั้งโรงเรียนภาษาไทย  การปักหมุดธรรมยุติกนิกาย ความสัมพันธ์กับเจ้าผู้ครองนครแนวใหม่ การปกครองสงฆ์ล้านนาด้วยการกำกับใช้พระราชบัญญัติลักษณะการปกครองสงฆ์ปีพ.ศ. 2445 จนนำไปสู่วิวัฒนาการวัดและบุคลากรของธรรมยุติกนิกายไปสู่หัวเมืองล้านนาในเวลาต่อมา
