ADMINISTRATION OF EDUCATIONAL INSTITUTIONS ACCORDING TO THE PRINCIPLES OF GOOD GOVERNANCE OF EDUCATIONAL INSTITUTION ADMINISTRATORS UNDER NONG KHAI PRIMARY EDUCATION SERVICE OFFICE 1

Abstract

The objectives of this research were to: (1) study the administrative condition of educational institution administrators; (2) study the administration according to the good governance principles of educational institution administrators; (3) propose guidelines for the administration according to the good governance principles for the educational institution administrators under Nong Khai Primary Educational Service Area Office 1. This study was carried out by means of mixed-method research. The population used in this study were administrators and teachers of schools under Nong Khai Primary Educational Service Area Office 1; 313 of those were selected as a sample group. The tool used was a questionnaire. The statistics used in analyzing the data were: Frequency, Percentage, Mean and Standard Deviation. The researcher interviewed five key informants, including academics, and used content analysis to find conclusions for the qualitative study.

            The research results were as follows:

            1) The administrative condition of the educational institution administrators under Nong Khai Primary Educational Service Area Office 1 was rated at a high level in all items. The highest mean was in academic administration, followed by budget administration, general administration, and personnel administration.

            2) The administration, according to the principles of good governance of educational institution administrators under Nong Khai Primary Educational Service Area Office 1, was rated at a high level. The highest mean was seen in the aspect of participation, followed by efficiency, transparency, accountability, the rule of law, and morality, respectively.

3) The guidelines for the administration of educational institution administrators under Nong Khai Primary Educational Service Area Office 1 were (1) in the aspect of the rule of law, the administrators should create awareness of compliance with various regulations; (2) in the aspect of morality, the administrators must be a good role model; (3) in regards to transparency, the administrators should have a summary of the operating results for each fiscal year; 4) in the aspect of participation, they should appoint executive committees in various fields; (5) in the aspect of accountability, they should determine the scope of work and goals; (6) in the aspect of efficiency, they should set priorities for the use of budgets.
