Abstract

            The objectives of this research are: 1) to study the current state of participatory academic administration  of small school administrators under Office of Pathum Thani Primary Educational Service Area 1, 2) to study guidelines of participatory academic administration  of small school administrators under Office of Pathum Thani Primary Educational Service Area 1, and 3) to propose the guidelines of participatory academic administration  of small school administrators under Office of Pathum Thani Primary Educational Service Area 1. The mixed research methodology was used in the study. The quantitative data were collected by questionnaires from 144 samples in small schools under Office of Pathum Thani Primary Educational Service Area 1 and analyzed by percentage, frequency, mean and standard deviation. The qualitative data were collected by interviews with 5 key-informants and then analyzed by content analysis.

            The research results were found that:

            1) The current state of participatory academic administration of small school administrators under Office of Pathum Thani Primary Educational Service Area 1 was at a high level overall. In details with descending order, the highest level was on learning process by setting an activity plan in each subject, internal education quality and standard assurance by making an annual report, and developing and promoting in-school and outside-school learning resources.
            2) The guidelines of participatory academic administration of small school administrators under Office of Pathum Thani Primary Educational Service Area 1 in 4 areas were as follows; 1) decision making participation, 2) operating participation, 3) achievement participation, and 4) evaluation participation in 8 academic components. They are 1) Curriculum development, 2) Learning process development, 3) Measurement and evaluation, 4) Internal education quality and standard assessment, 5) Media and technology development, 6) Learning resource development and promotion, 7) Research for educational quality development, and 8) Supporting community for academic strength.  
            3) The guidelines of participatory academic administration  of small school administrators under Office of Pathum Thani Primary Educational Service Area 1 in 4 areas were; 1) Participation in decision making, 2) Participation in operating, 3) Participation in achievement, and 4 ) Participation in evaluation. These four areas were integrated with the 4 principles of Brahmavihara Dhamma; Loving-kindness, Compassion, Sympathetic joy and Equanimity, in order to mobilize the eight components of academic administration.
