The Development of a Digital Literacy Model for Public Librarians in Nakhon Si Thammarat Province

Abstract
The objectives of this research were to: (1) examine the digital literacy status of public library librarians in Nakhon Si Thammarat Province, (2) develop a digital literacy model for public library librarians in Nakhon Si Thammarat Province, and (3) validate the proposed digital literacy model for public library librarians in Nakhon Si Thammarat Province. The study employed a research and development (R&D) methodology, comprising three phases. Phase I involved examining the digital literacy status of the target population, consisting of 21 administrators and 27 public library librarians, totaling 48 participants. Phase II focused on developing the digital literacy model, with a target population of administrators, public library librarians, and digital literacy experts, totaling 51 participants. Phase III, the validation of the digital literacy model, involved a target population of 6 experts in digital literacy and public libraries. The target population across all phases was selected via purposive sampling. Research instruments included questionnaires and interview guides. Content validity was assessed using the Item-Objective Congruence (IOC) index, yielding values ranging from 0.67 to 1.00, and reliability was determined using Cronbach's alpha coefficient, which yielded a value of 0.82. Data was analyzed using descriptive statistics, including frequency, percentage, mean, and standard deviation. The findings revealed that (1) administrators placed considerable importance on digital literacy development for public library librarians, with an overall mean score at a high level (= 4.31), while librarians demonstrated a high level of understanding of digital literacy (
= 3.68),(2) administrators, public library librarians, and digital literacy experts assessed the appropriateness of the draft digital literacy model for public library librarians in Nakhon Si Thammarat Province at the highest level overall (
= 4.51), and (3) qualified experts evaluated and validated all components of the digital literacy model for public library librarians in Nakhon Si Thammarat Province at the highest level overall.
