การศึกษาเปรียบเทียบกฎหมายและข้อมูลพื้นฐานเกี่ยวกับห้องสมุด ในประเทศไทยเทียบประเทศญี่ปุ่น

บทคัดย่อ
การศึกษานี้เป็นการศึกษากฎหมายและข้อมูลพื้นฐานเกี่ยวกับห้องสมุดในประเทศไทยและประเทศญี่ปุ่นเพื่อทำความเข้าใจโครงสร้างห้องสมุดในประเทศไทย โดยการใช้กระบวนวิธีวิจัยเชิงคุณภาพจากเอกสารกฎหมายและข้อมูลพื้นฐานที่เกี่ยวข้องกับการบริหารจัดการห้องสมุดในประเทศไทยและประเทศญี่ปุ่น พบว่าจากการศึกษาในระดับกฎหมาย ประเทศญี่ปุ่นมีกฎหมายเฉพาะที่รับรองสถานะของห้องสมุดและครอบคลุมการบริหารจัดการห้องสมุด รวมถึงการนิยามบรรณารักษ์และคุณสมบัติทำให้มีความชัดเจนในการบริหารจัดการและพัฒนาห้องสมุด ในขณะที่ประเทศไทยยังขาดกฎหมายที่ชัดเจนในระดับพระราชบัญญัติ ถึงแม้จะมีความพยายามผลักดันร่างพระราชบัญญัติหอสมุดแห่งชาติแต่ยังไม่ครอบคลุมถึงสื่อดิจิทัลและการให้บริการที่หลากหลาย ส่วนข้อมูลพื้นฐานเกี่ยวกับห้องสมุดนั้นญี่ปุ่นมีข้อมูลสถิติและข้อมูลพื้นฐานที่ครอบคลุม อาทิ ข้อมูลเกี่ยวกับจำนวนห้องสมุด ข้อมูลจำนวนบุคลากรและงบประมาณในการจัดซื้อหนังสืออย่างเป็นระบบและอ้างอิงได้ ในทางกลับกันประเทศไทยขาดข้อมูลสถิติและข้อมูลพื้นฐานที่ต่อเนื่องและครอบคลุม การปรับปรุงและพัฒนากฎหมายและการบริหารจัดการห้องสมุดในประเทศไทยจึงเป็นแนวทางในการพัฒนาห้องสมุดอย่างยั่งยืน
