บทคัดย่อ
งานวิจัยนี้มุ่งสำรวจและวิเคราะห์ทรัพยากรการศึกษาแบบเปิดด้านสารสนเทศท้องถิ่นในห้องสมุดมหาวิทยาลัยจำนวน 20 แห่งที่เป็นสมาชิกข่ายงานห้องสมุดมหาวิทยาลัยส่วนภูมิภาค โดยพบว่ามีห้องสมุดมหาวิทยาลัยเพียง 3 แห่งที่พัฒนาทรัพยากรการศึกษาแบบเปิด โดยมีเนื้อหาส่วนใหญ่เกี่ยวกับประเพณีท้องถิ่น ตามด้วยประวัติชุมชน หากพิจารณาตามประเภทของไฟล์ พบว่า เป็นไฟล์บทความ/หนังสือมากที่สุด ตามด้วยไฟล์ภาพ ทรัพยากรฯ ทั้งหมดที่อยู่ในรูปของเว็บเพจ เป็นเนื้อหาที่ห้องสมุดแต่ละแห่งพัฒนาเอง และมีการอ้างอิง ทรัพยากรฯ ที่เป็นไฟล์ภาพ ไฟล์บทความ/หนังสือ และไฟล์วิดีโอมีการจัดทำเมตะดาตาตามมาตรฐาน อย่างไรก็ตาม ไม่มีทรัพยากรใดที่ระบุสิทธิการเผยแพร่เพื่อการใช้ประโยชน์ครบถ้วนตามหลัก 5Rs (Retain, Reuse, Revise, Remix and Redistribute) โดยเฉพาะยังพบว่าไม่อนุญาตให้มีการดัดแปลง (Revise, Remix) อันจะนำไปสู่การเผยแพร่งานที่ดัดแปลงหรือปรับแล้วต่อไป (Redistribute) ด้วย ทั้งนี้มีการให้ข้อเสนอแนะเกี่ยวกับบทบาทของห้องสมุดและนโยบายด้านการศึกษาที่เกี่ยวกับการพัฒนา การผลิตและการเผยแพร่ทรัพยากรการศึกษาแบบเปิด ที่จะนำไปสู่การใช้ประโยชน์ในวงกว้างขึ้น
