The Functional Competence Scale for Quality Managers in Thai Higher Education Institutions

Abstract

This research aimed to develop a functional competence scale boasting quality as concerns validity and reliability. The exploratory sequential design of method as mixed methods study is chosen to use in the study. The format and content of the scale instrument are initially developed through the in-depth interview and literature review in the first-phase that found 6 crucial competencies which can observe by 25 items. Against the content analysis is done by researchers and validity of content is verified by fifteen research experts and quality assurance experts that found index of item objective congruency 0.80-1.00. Then, the questionnaire is refined based on a pilot study conduct with 32 quality managers that found reliability 0.73-0.92. The second-phase, the sample comprised 261 quality managers in 65 universities are analyzed. The findings reveal that the reliability 0.96, and second-order confirmatory factor analysis shows remained 13 items the scale’s construct validity as well (χ2 = 73.35, df = 59,   p=0.09, χ2/df = 1.24 CFI = 0.99, RMSEA = 0.03).
