The Guidelines in Educational Cooperation for the Development of Talented Learners to Accomplish in the Intentions of the Constitution of the Kingdom of Thailand BE 2560 between the Schools under the Office of the Vocational Education Commission and Schools under the Jurisdiction of the Local Administration

Abstract

The Constitution of the Kingdom of  Thailand, BE 2017, section 54 intends the state capable of providing education and to focus on the development of talented students according to their aptitudes. This is the duty of the educational institution under the Office of the Vocational Education Commission to provide a lifelong education for children, youth and people to learned continuously throughout their lives according to their aptitude. Besides, the Department of Local Administration was determined the School-Based Management for Local Development (SBMLD)  By providing schools under the Department of Local Administration as a base for providing lifelong education for children, youth and local people to be excellent according to their talents. Therefore, the  educational institutions under the Office of the Vocational Education Commission are absolutely crucial role to the (SBMLD) policy. There are three ways of cooperation as follows: 1) helping the schools under the Department of Local Administration to set additional courses for excellence according to the talents of the  learners. 2) supporting media, tools and materials for teachers in additional courses and activities  to developed learners' quality of careers and 3)  helping the schools under the Department of  Local Administration to organize a short-term  vocational training session for local people.
