Guidelines for transformational leadership development of the 21st century of school administrators under the secondary educational service area office 1

The objectives of this study were to: 1) investigate the needs assessment for transformational leadership of the 21st century of school administrators under the Secondary Educational Service Area Office 1, and 2) suggest the guidelines for transformational leadership of the 21st century of school administrators under Secondary Educational Service Area Office 1. The study comprises 2 phases. First of all, quantitative data was collected from 237 participants including school directors, deputy directors, and chiefs of academic strands under the secondary educational service area office 1 by using multistage sampling. The research instrument was a 5-point rating scale questionnaire. The reliability was 0.995, and then the data was examined by using Frequency, Percentage, Mean, Standard deviation, and Priority Needs Index. Afterward, the data interpreted was used to develop interview questions, analyzed content validity, and then the questions were applied to conduct in-depth interviews with 9 experts for quantitative data. Analyzed content analysis, the results were as follows:
- The moderate level was rated for the current conditions and the high level was rated for the desirable conditions for transformational leadership of the 21st century of school administrators under the Secondary Educational Service Area Office 1.
- The needs assessment for transformational leadership of the 21st century of school administrators were: 1) innovation management, 2) change management, and 3) transformational management respectively.
- The guidelines for transformational leadership of the 21st century of school administrators under the Secondary Educational Service Area Office 1 are as follows:
3.1 The innovation management, the application of strategies as instruments to achieve international educational success, should also be escalated. The application of innovation for effective and productive management as well as having explicit roles in creating innovation are also required.
3.2 The change management, courage to initiate changes should be developed. In management, teamwork, ideology, commitment, and ability to support professional learning communities (PLC) are necessary.
3.3 The transformational management, abilities to transform actions or performances in order to achieve the greatest outcomes in all situations should be enhanced. Moreover, decentralization in management, motivation building for goal-oriented, as well as stimulating personnel to be more reasonable in transformation and problem solving at work should also be magnified in administrators.
